In a powerful and illuminating interview with the UN SDG Action Campaign’s Global Director Marina Ponti, Rebeca Grynspan, the Secretary-General of the United Nations Conference on Trade and Development (UNCTAD), addressed the pressing global debt crisis that disproportionately affects developing nations. A Crisis Overlooked

Grynspan expressed frustration over the global complacency towards the debt distress faced by smaller and medium-sized economies. “Markets are not suffering, but people are,” she explained, pinpointing a disconnection in the global financial system that prioritizes market stability over human suffering. Her statement, “Governments are facing impossible choices between servicing the debt or servicing their people”, underscores the stark realities confronting these nations.

Call for Immediate Actions

Central to Grynspan’s advocacy is a transformative approach to how international debt is managed. She proposes immediate suspension of interest rates when countries enter debt negotiations, a move aimed at preventing the accrual of interest that further burdens nations during lengthy restructuring talks. “This is not rhetoric. It’s as it is,” Grynspan insisted, advocating for actionable changes that could relieve countries from the vicious cycle of debt servicing.

Transparent and Inclusive Reforms

Moreover, Grynspan calls for greater transparency and inclusivity in the debt restructuring process. She argues for a robust debt sustainability analysis that incorporates the Sustainable Development Goals (SDGs), ensuring that nations do not have to sacrifice development for debt repayment. “Sustainability is not only the ability to pay”, she remarked, pushing for a new framework that considers social and economic impacts on the populace.

Institutional Changes

Highlighting the ad hoc nature of current debt negotiation mechanisms, the Secretary-General emphasized the need for permanent institutional solutions. “We need to know what will be the structural permanent institutional mentality that will deal with debt problems and crises”, she stated, advocating for established rules that provide predictability and fairness in the debt management process.

Hope and the Human Factor

At the heart of her message is the human cost of the debt crisis. Her rallying cry, “We have to put people at the center of this discussion”, serves as a reminder of the real stakes involved. Grynspan’s narrative is one of hope and human-centered policy, urging global leaders to prioritize the welfare of people over financial metrics: “The world has a deficit of trust and a deficit of hope […] We need hope. Hope […] tells us that we can change reality”.
